Steve Holland will consider a squad overhaul after Crewe's near escape from relegation.
But the Alex coach says he doesn't expect to finalise new signings immediately, despite several weeks targeting players and their agents.
"These things take time," said Holland, "We've done as much work as we can, but what league we finished in was vital.
"If we had gone down, the targets we have wouldn't have come, so that is a big plus.
"We'll pick up on that this week and start the ball rolling, but these things don't happen in days."
Potential transfer targets include Steve Morison, who has been placed on the transfer list at Stevenage Borough, and Gretna keeper Greg Fleming.
But Holland will need to assess his budget before making concrete moves.
He is unlikely to be able to pursue his pool of loan players, three of whom started on Saturday.
Steve Jones, Dean Morgan and Kenny Lunt have all returned to their respective clubs (Burnley, Luton and Sheffield Wednesday).
"I don't know whether the side needs pulling apart, but we looked a long way short against Oldham. We simply have to improve the team.
"It was not a lack of effort and the players have worked hard all season. But there is a lack of character and drive among some of the players when it matters.
"And we won't have Morgan, Jones and Lunt for August, so I think there is a lot to be done to get a team our supporters have been used to down the years.
"We are a long way from that at the moment, as the final table would suggest.
"The supporters turned up (against Oldham) expecting to see a half-decent performance, but it was very disappointing.
"It really knocked me and it is difficult to know what to say as the players had done well over the course of four or six games.
"They did enough to stay in League One, but that's not an achievement. Now we can look forward to the summer and doing better next year."
